PHILCO	PH21MG SS	TV doesn't turn on. LED flashes and comes on again. +b with 20v. After checking all capacitors in the vertical and horizontal circuit, they were all good.	The defect was the vertical output IC la78141 with a short between terminals 2 and 3.	Ci replaced and the TV returned to normal operation. Note: for testing you can use the tda9302h, but the correct option is to use the original la78141, as this IC works very hot.	Carlão
