Handset transmit frequency is low - replace x501 (157976811) X501 is defective because it prevents ic501 (pll) fromoperating properly. x501 is producing a low amplitude which is notsufficient to correctly run ic501 (pll). in addition, it prevents the txfrequency from being adjusted to the correct frequency.

No base transmit - replace ic-151, p/n 8-759-824-20 I found the base unable to transmit. i checked the q253collector and found 1v. i lifted pin 17 of ic151 (vcc) and checked q253again and found voltage to return to 3v.
