PHILCO	PCS-2976	TV starts, but the filament doesn't light up, it goes out and the LED keeps blinking.	Capacitors 715 and 730 with severe capacity loss. Just to give you an idea, the 8n2 capacitor 715 had less than half its capacity, the 4n7 c730 had its capacity reduced to 3n9. Replace these capacitors with their correct values and the device works normally again.		jfr
